Abstract: Public Library is an important part of our country's public culture service system,and it is similar to the rural revitalization strategy in service function and development idea. District and county public libraries in Xinyang serve as public cultural service institutions. We should give full play to the advantages of resources and talents in the construction of rural culture, the equalization of public cultural services in urban and rural areas, and the supply of high-quality cultural products in rural areas. We have done something in fully implementing the strategy of revitalizing rural areas. Public Libraries of all districts and counties in Xinyang will participate in the development of rural culture.It can be used to improve the utilization efficiency of public library, to carry out the digital strategy of public library, to optimize the ways of participation in the construction of public library and the socialization of service, and to strengthen the construction of the talent team of public library.
