Abstract: Under the effects of in-house development and the external impacts,the Suharto government remained committed to implement the open economy policy.They made use of the foreign investment;on the other hand,they developed the national capital and the Chinese capital to adapt the changes in the international economic situation,and made the adjustment on economic structure to achieve the goal of rapid economic development.
